Over the last year, Congress has considered proposals to reimburse hospitals and out-patient medical centers at the lower rate of free-standing sites, hoping to reap savings. Unfortunately, these proposals fail to comprehend the significant differences between the pharmacy care and services as well as regulatory framework of care provided in out-patient medical centers in contrast to free-standing sites.

Frank Kolb is the federal legislative affairs director at ASHP. He worked in various roles in health care over the last 30 years. His career started as a Legislative Assistant for Illinois Congressman Bobby Rush. He has worked at the Department of Labor and CCIIO. At Delta Dental Plans Association, he was the Director of Policy and Regulatory Relations. He also represented NACo and helped establish the Maryland Health Connection.
Tom Kraus, JD, (he/him) is vice president for government relations at ASHP. He is a graduate of University of Michigan (BS Biology), Georgetown University Law Center (Doctor of Law), and The Johns Hopkins University (MHS, Health Policy). Tom previously served as the chief of staff and associate commissioner for legislation at the U.S. Food and Drug Administration. He was also a senior policy advisor to Sen. Ted Kennedy and Sen. Tom Harkin on the Senate Health, Education, Labor and Pensions Committee, where he served as Deputy Staff Director for Health.
