Executive Committee

The role of the Section Executive Committee is to provide leadership, guidance, and advice to ASHP on ways to better meet the day to day practice needs of members.

Chair (2025-2026)

Anthony C. Scott, PharmD, MBA, DPLA, FASHP

Anthony ScottAnthony C. Scott is a Director of Pharmacy Operations and Account Management at Cardinal Health in which he oversees the acute and ambulatory care services for partner facilities within the region. He obtained his PharmD from The University of Georgia and his MBA in Healthcare Management from New England College. He completed a PGY-1 Pharmacy Practice Residency at Piedmont Hospital in Atlanta, GA and then completed his PGY-2 Health-System Pharmacy Administration Residency at the North Florida - South Georgia VA Medical Center in Gainesville, FL. He is also a diplomat of the ASHP Foundation Pharmacy Leadership Academy. Prior to Cardinal Health, he served as the Director of Pharmacy Services at Emory University Hospital. He was also the PGY1/2 Health-System Pharmacy Administrative Residency program director at The University of Chicago Medicine. Anthony has been an active member of the American Society of Health-System Pharmacists (ASHP), currently serving as the Chair for the Section of Pharmacy Practice Leaders (SPPL). He has also represented the state of Georgia for the ASHP House of Delegates. He has previously served as the Vice-Chair for the Educational Steering Committee and was a workgroup coordinator for the section advisory group on Operations & Leading Change. He has been an ASHP Foundation Research Project Member on RFID technology and development. He also served on the Committee on Nominations for the SPPL. He remains active with the Georgia Society of Health-System Pharmacists since returning to the state of Georgia, currently serving on different committees and work groups.

Immediate Past Chair (2025-2026)

Katherine (Kat) A. Miller, PharmD, MHA, DPLA, FASHP

Katherine Kat A MillerKatherine (Kat) A. Miller is Senior Director for Acute Care Pharmacy and Clinical Nutrition and the Residency Programs Executive at The University of Kansas Health System, in Kansas City, Kansas. She received her Doctor of Pharmacy degree from the University of Wisconsin – Madison School of Pharmacy and her Master of Health Administration from Simmons College. She completed PGY-1 Pharmacy Practice and PGY-2 Health System Pharmacy Administration Residencies at Oregon Health and Sciences University. Dr. Miller has served ASHP as the Chair of the Council of Pharmacy Management, the Chair of the Section of Pharmacy Practice Leaders (SPPL) Advisory Group on Innovation Management, member on the SPPL Advisory Group on Manager Development, and Chair of the New Practitioners Forum Advisory Group on Leadership and Career Development. Dr. Miller is currently Faculty for the ASHP Foundation Pharmacy Leadership Academy. She has served on the Board of Directors for three state ASHP-affiliates including as President of the Kansas Council of Health-System Pharmacy.

Chair Elect (2025-2026)

Rebecca (Becky) Taylor, PharmD, MBA, BCPS, FASHP

Rebecca (Becky) TaylorRebecca (Becky) Taylor is Vice President, Pharmacy Service Line, UPMC where she is responsible for pharmacy services and strategic alignment for 45 hospitals, 90 infusion clinics, 17 retail pharmacies, and a robust specialty and home infusion pharmacy. Becky is also an Adjunct Assistant Professor of Pharmacy and Therapeutics at the University of Pittsburgh School of Pharmacy (where she also earned her PharmD in 2003).  Becky then completed a PGY1 residency at Aurora Health Care in Milwaukee as well as an MBA in Healthcare Management from Regis University.

Becky has been active in ASHP at the national and state levels.  She is past president for the Ohio Society of Health System Pharmacy and is an active member of both PSHP and PPA in her current role.  She has remained an active state affiliate member and past president through various search committees and advisory capacities.  Becky is an active advocate in the state of PA with the board of pharmacy in supporting practice advancement in automation as well as pharmacist practice.  Within ASHP she has served as faculty for the Manager's Boot Camp, Past Chair of the Education Steering Committee, Past Chair for the Multi Hospital Executive Committee, past member of the FASHP selection committee and past member of the Council on Education and Workforce.  She was awarded fellowship in 2018.

Director-at-Large (2024-2026)

Amanda C. Hansen, PharmD, MHA, FACHE, FASHP

Amanda HansenAmanda C. Hansen is Senior Director of Pharmacy with Cleveland Clinic. She supports professional development for pharmacists, pharmacy technicians, and pharmacy leaders, state-level practice advocacy, and fosters the infrastructure for pharmacist investigators in clinical research. She earned her PharmD from Virginia Commonwealth University and completed both her PGY1 Pharmacy Practice and PGY2 Infectious Diseases residencies at Johns Hopkins Hospital. Hansen earned her Master of Healthcare Administration from Virginia Commonwealth University.Hansen’s ASHP involvement spans 20 years and includes Chair of the Section Advisory Group on Innovation Management, Chair of the SPPL Education Steering Committee, and Chair of the Council on Pharmacy Practice. She currently services as Faculty for ASHP Managers Boot Camp as well as a Member for both the ASHP Foundation Pharmacy Forecast Panel and the Council on Pharmacy Management Advisory Panel. Hansen will soon complete her term as President of the Ohio Society of Health-System Pharmacy. Lastly, she is recognized as a Fellow with ASHP as well as the American College of Healthcare Executives.

Director-at-Large (2025-2027)

Della Bahmandar, PharmD, MBA, BCPS, BCSCP

Della BahmandarDella Bahmandar is the director of pharmacy at Saint Luke’s North Hospital, which consists of a community hospital and a rehab/behavioral health campus. Her role includes oversight of all pharmacy operations for those campuses and leading initiatives around sterile compounding, hazardous compounding, and controlled substance diversion detection at the system level.Bahmandar earned her PharmD from Roseman University along with her master’s in business administration. She completed her PGY1 pharmacy practice residency at the Cleveland Clinic – Main Campus and her PGY2 residency in health system pharmacy administration at Saint Luke’s Hospital of Kansas City.Bahmandar has been an active member of ASHP at the state and national level. Her state involvement includes serving as director-at-large and then president of the Nevada Society of Health-System Pharmacists. Her national involvement includes many years serving on various ASHP section and forum advisory groups, serving on the ASHP Council on Pharmacy Practice, and serving as the Chair of the Section of Pharmacy Practice Leaders Educational Steering Committee. She has also served as a delegate to the ASHP House of Delegates.

Director-at-Large Elect (2025-2026)

Meghan D. Swarthout, PharmD, MBA, BCPS, CPEL, FASHP

Meghan D. SwarthoutMeghan D. Swarthout is the Executive Director of Pharmacy Patient Care Services and Population Health at the Johns Hopkins Health System. She is responsible for adult medicine, surgery, oncology, and pediatric pharmacy services for The Johns Hopkins Hospital and ambulatory care, population health, and clinical pharmacy services for Johns Hopkins Health System. Swarthout also maintains a clinical practice in The Johns Hopkins Hospital hematology anticoagulation clinic. Swarthout earned her Doctorate of Pharmacy from Ohio Northern University. Following completion of her PharmD, Swarthout completed her PGY1 and PGY2 in Health System Pharmacy Administration at The Johns Hopkins Hospital while also completing her MBA in Medical Services Management at Johns Hopkins University.

Swarthout’s ASHP involvement includes Chair of the ASHP Council on Education and Workforce Development, Vice Chair of the Pharmacy Practice Accreditation Commission, Chair of the ASHP Committee on Nominations, a Maryland Delegate in the ASHP House of Delegates, a member of the Women in Pharmacy Leadership Steering Committee, and President of the Maryland Society of Health System Pharmacy. Early in her career Swarthout served as the Resident Member of the Commission on Credentialing and Executive Committee member of the Pharmacy Student Forum. Her team was a recipient of the ASHP - APhA Medication Management in Care Transitions Best Practices Award.

ASHP Staff

David Chen, RPh, MBA

David ChenDavid Chen is the Vice President for Pharmacy Leadership and Planning and the ASHP Staff Liaison for the Section’s Executive Committee and member groups. Chen joined ASHP in September 2004, and had previously served the role as Director of Pharmacy at Shady Grove Adventist Hospital in Rockville, MD, including the Kessler/Adventist Rehabilitation Hospital. Prior experience includes different Director of Pharmacy roles in Texas and Florida and central operations supervisor for the University of Maryland Medical Center Pharmacy. Additionally, he was a Regional Marketing Manager for the west coast and Regional Recruiter for the northeast with Owen Healthcare, Inc. (now part of Cardinal Health). Chen received his BSPharm from the University of Maryland School of Pharmacy and completed the Director-in-Training program for Owen Healthcare, Inc in Texas. He earned his MBA from the Loyola University Maryland. His responsibilities with ASHP include working with pharmacy leaders in multi-hospital health systems, coordinating pharmacy leadership and management resources with Section members, developing ASHP’s annual Conference for Pharmacy Leaders, assisting with the ASHP Foundation’s Pharmacy Forecast, and supporting achievement of the Practice Advancement Initiative (PAI).

Tyffani Wingfield, PhD, MA

Tyffani WingfieldDr. Tyffani Wingfield is the Director for the ASHP Leadership Center and serves as the Staff Liaison for the Section’s Executive Committee and member groups. Her responsibilities include managing a comprehensive array of ASHP’s leadership resources, including professional development, tactical management resources, networking and mentorship, and credentialing of leadership skills for the Section of Pharmacy Practice Leaders, Pharmacists in C-Suites (PICS), Pharmacy Executive Leadership Alliance (PELA)®, Pharmacy Administration Leadership Residents’ Collaborative (PALRC), Women in Pharmacy Leadership, and other ad hoc groups.Dr. Wingfield joined ASHP in August 2004 and has previously held various leadership roles at the Department of Homeland Security, the U.S. Army Office of Business Transformation, and the NASA Office of Education, as well as leading her own executive coaching firm. With over twenty-three years of experience, she is adept at collaborating with organizational leaders to foster dynamic teams and cultures, develop policies and effective communication strategies, and enhance membership engagement. Wingfield holds a BA in English and Biology from Virginia Commonwealth University, an MA in Higher Education Administration and Supervision from The George Washington University, and a PhD in Organizational Management with a focus in Executive Leadership from Capella University.
